What tactic is this. Data Scraping?

I hope this post finds its way into the proper forum category.

So I saw a forum post on gottadeal and a week later I performed a google search and the same exact forum post appeared on another website on kind-deals.

(I can't post the link here due to BHW rules.)

So my questions are:

1. is this data scraping or simple rss feed?
2. is kind-deals scraping the content from a reputable site to gain traffic?
3. is this primary tactic for Google Adsense?
