What strategy is better?

Strategy #1
15 pbns and 15 manual web 2.0s (tier 1) > 3000 gsa made contextuals (tier 2). Each tier 1 link will be backed up by 100 tier 2 links

Strategy #2
15 pbns, 15 manual web 2.0s and 270 gsa contextuals (total 300) (tier 1) > 3000 gsa made contextuals (tier 2). Each tier 1 link will be backed up by 10 tier 2 links

Advantages of strategy #1:
- each tier 1 link will be stronger

Disadvantages of strategy #1:
- less tier 1 links

Advantages of strategy #2:
- more tier 1 links
- more diverse links (different engines: budypress,drupal,wordpress article,article script, phpfox,expressengine,zendesk etc)

Disadvantages of strategy #2:
- each tier 1 link will be weaker

Practically what i need to know is: is it better to have less but more powerfull tier 1 links or more but less powerfull tier 1 links?

you have to understand the basic of tier link building and why do people use web 2.0's in their tier 1 .
if you get "unnatural link penalty " you can just edit your tier 1 and remove your links , secondary you can always update them add fresh content every now and then , that will make them look more natural .
about the disadvantage you mentioned tier 1 will have less link , trust me you dont want to many links pointing towards your money site unless its a churn and burn project . if you want your website to be there in the serp for long time dont go crazy on GSA . start with something simpler like 5 web 2.0 linking to your money site , make a tier 2 consisting of 3 articles and 2 press release pointing towards your web 2.0 (donot link tier 2 to your money site ) , make a tier 3 consisting of doc/pdf submission point towards your tier 2 (articles and press release) if your playing on small keyword u wont even need to blast your tier 2 and tier 3 . wait around a week if you dont see any serp movement blast your tier 3 , then wait one more week if you still dont see any improvement then go ahead and blast your tier 2 . one you get your hands set on this then move on to the complex link tier structures .

do you think 100 tier 2 links per 1 tier 1 link are too much?
 
If you just want to rank and bank then build higher amount of web 2.0 links and make them stonger.
 
hell yeah they are more then enough unless you playing on payday loans or weight loss keywords :D

The best answer you can get is by checking how many your competitors are using. This won't tell you exactly what you need but it will give you an idea.
 
I would say the first strategy is better because its not recommended to blast GSA links at your money sites.

15000 only contextuals? And why only web 2.0s as tier 2?
