i don't know exactly what software this channel is using but you can make those kinda animations with Cartoon Animator 4 easily..
 
Most likely animaker. The Internet is full of tools that allow the creation of this type of video. It's difficult to determine which one was used for this one.

If you had asked the same thing 10 years ago I would have answered "Adobe Flash", but now that application has been discontinued.

During the first decade of 2000, even before YouTube, people made such animations with Adobe flash and shared them on their websites.

Great channel. I really like the animation.

I can see why that channel is quite successful.

Besides the recommendations in this thread, does anybody know of an open-sourced or free animation software that can produce content of the same quality as the one featured on this thread's channel?

A little addition here; At the begining it wasn't adobe, it was Macromedia flash ✅

I miss my 128Mb ram and the really powerful pentium 3:(
 
It's CrazyTalk Animator 8 plus After Effects.
I used that fantastic tool a few years ago. And I can recognize the tools even by the character faces.
