What software is everyone using for tier 1 links?

I also like to do all t1 by hand. Feels so much more safe and secure and you won't even have to question the quality.

This. Whether you use software or by hand as long as you look like a real user to the SE you'll have no problem. If you take the time to create a semi automatic process you can save alot of time.
 
In these discussions there are often two opinions. By hand or some tool.

Why not use something in between the two? Check out Autofill Magic. It will deliver the best of the two worlds.

I use Magic Submitter and Money Robot Submitter high pr web 2.0 blogs for tier1.
 
is people have lots of time and cash for doing all by manual.
i only use software and am reaching top for nearly all keywords.

Best software for Tier 1 = MyHands version 1.0

But if you're really into an automated solution, I recommend giving nohandsseo a try (free trial). Get a new domain and test it out; I got some good results without making modifications, but it will depend how strong your competition is really.
 
Autofill Magic and GSA SER for T1, GSA SER for T2 and T3. Never failed me.
