What software I can use to track commenters and send them a request?

Hi guys, I'm looking for a software (tried Massplanner but they doesn't have this feature and Socinator neither) that allow me to create a "campaign" that can monitor comments under a post and send them a request with a custom message.

A good bonus would be that if the user that commented is already a connection, then it will just send a message.

Any solution? Thank you!
