There is this person on Facebook who does virtually all posts with themed marketing graphics. Wouldn't tell me what program it is.

Any idea what program does this?

Looks like photoshop, he owns character assets and combine it with text.
 
I doubt it's Photoshop.
It's a lady without much graphics knowledge. She said someone set up everything for her. Like a template

Photoshop,Fotor,picmonkey,Pizap, corel or any other image editing software, than they just put it on schedule.
Or pay someone from fiver, or other freelance site.

We can't be sure of that because we do not know that girl whom you are talking about. As far as the graphic is concern, PS can do that, even MS word.

Maybe I have not explained it properly.
I think the software changes the images to be like this. If you watch, those people on the image are like same theme and takes the colours of her branding.

Moreover, she posts like 20 posts daily on FB and Instagram for her business. She wouldnt have time to custom design graphics.
I think she uses a software where you just put a real image and it transforms it into something like this
 
Those images aren't very cohesive; they all use different art styles.

If you reverse image search them, you'll find the illustrations on various stock image websites. Examples are below.

I've reviewed software here that pumped images like this out as long as you used some base material (e.g., the text you wanted to use, illustrations, etc), but the images you uploaded don't appear to have that same consistency.
 
I found out she is using Canva, but she does some editing as well
 
Download characters and vectors from sites.
You can create a replica using PS, word, or even powerpoint
 
Thats not a big deal, canva has it easy to go tool.

Get come character or sites with premium subscription and get those vector images.

Edit and launch it, and yea its call Infographics.
