Depends on what kind of Shorts you want to make.
If you wanted to transform long videos into shorts, then OPUS.PRO would be nice for you. It is a site that can select the best part of a long-form video so as to create a short.

You can try filmora and InVideo to edit shorts.Try Bard ,ChatGPT to generate scripts.

OPUS.PRO is a great thing

If you mean any type of videos, not only podcast shortcuts, then I use FFMPEG scripts and combine photos, videos and music with it
