However, the volumes on ubersuggest are often between 400 and 700 monthly, is that too little? Or by writing more articles on more sub-niches, is it worth it in the end?

Depends , whether its buying keywords or generic knowledge keywords. Like, if your keyword is "best place buy samsung galaxy s23" , this is strong buyer keyword. Even small volume can make you money. Because buyer has selected the product, has the money, just looking for best deal. So, yes go for it.

If you target sub sub-niche then it's ok to target 400-700 volume keywords. The fact is that the more long-tail keywords you target, more narrower your topic will be, and it's highly possible that you will get specific traffic with those long-tail keywords, but targeted traffic.
