DId you create the links? If so, you've been caught. Take them down.
If it was some competitor trying to demote you, then disavow the links(never thought I'd say that).

Still ranking? Do nothing, don't panic till you lose ranking.
Lost ranking? Diagnose and fix algorithmic penalty, leave it a while for the fix to be absorbed into the index. If nothing happens re submission request.
It's well known that Google often sends these emails out to "test the water". If you send a grovelling reply about your bought links off fiver then you might as well kiss your website goodbye. If you say nothing it's not unknown for nothing to happen or for your site to eventually come out of penalty.
