What should I do? SEO problem.

Hi guys,

So few days ago, I created a site, for example - top10hotels.com

And in it, I have about 1000 cities worldwide. All pages shows coming soon and now I realize it would take me alot of money and time to create content for all 1000 cities.

So, I'm thinking what should I do between these 2 things.

1st - I create a youtube video and rank the youtube video, then get ad sales for that city and then move on to next city.

or

2nd - I create another site, for eg: top10hotelsinalabama.com, and then create about 10 cities/pages, and then rank the site by getting backlinks to it.

What do you advice?

I would suggest the 1st option as ranking YouTube videos is kind of an easy job if done right, the second option will be bit hard as ranking a website takes a lot of time but YouTube can give you much faster results. If you want to go slow, then I'd recommend the second option.
 
Use same content only change the city name, look it up, a lot of local multi-location sites are doing it.

what kind of sites are currently sitting in the top 5 positions for your keyword? how is the competition? are you competing with hotels.com, tripadvisor, etc.? if so, then change your niche. you won't stand a chance.
 
Incase of #1, YT Ads could get you an extra boost.
