What should be minimum good configuration for GSA SER? Any good cheap anonymous VPS suggestion?

If you're running multiple projects at the same time, you'll need to consider a few things.
First, you'll need a site list that's connected to your Dropbox, which requires a lot of memory.
Additionally, you'll need a captcha solver - I recommend XEvil 6 - and the XAuth.

To make things easier for you, I personally use solidseovps (dot) com. They're stable and reliable, which is crucial when running GSA.
When it comes to CPU and memory, I'd recommend at least 8 of each to ensure smooth operation. bit i use in all my vps 16 CPU and 16 memory

how are you using GSA SER? Tier 3 links? or just spamming link anywhere you can?

interested in getting it myself but just not sure how useful it will be given the spam penalty from Google

It's a 32 bits program so it can only handle 3/4 Gb RAM max.
