An SEO freelancer can make or break your business Is better you ask questions like " hw will you rank my website" also ask the person questions based on the link he will be using like the back links though most of them will not inform you of those stuff... Also have it in mind that good SEO freelancers are not cheap you can also judge from that thanks

Firsly you must read his past jobs .. and make sure he does that work not a fake portfolio .. need to ask question about his past work .. and then ask how will he do your work .. firstly get some knowledge about seo so that you can ask him relevent question like from where the blacklinks will come from

just ask him to analyse a page and how he would proceed what can be done better and what type of links would he build to it.
