I'd recommend Python. From web apps, backend scripting, to desktop software (e.g. wxpython), it can basically do anything. It's easy for beginners to use and learn, while you can also take advantage of the many libraries, tools and frameworks for Python that professional developers use to build world-class applications.

Yes, you are right. Nowadays PHP is most used language because it is a scripting language and developer can understand easily. CMS developed in PHP is user friendly.
