Ive got a business plan already but i dont know what platform to use to create a website with the lowest fees (mean card payments and etc) and to be user friendly and easy to use? Mainly is gonna sell products locally not worldwide! Any suggestions?

It depends how many products total. Shopify is a to go platform and gives you a freedom to use any payment processor.

Do you already have knowledge of web development? I recommend using shopify it's the easiest way to sell items. Less headache when it comes to processing payments and other backend troubleshooting.

So from all like wix ecomerce wordpress goddady bigcomerce all is recommend shopify ???

If you want to go very cheap. You can always utilize wordpress + woocommerce.

If you want easier to get up and running. Shopify.

Many free tutorials on youtube of both platforms. :)

Since you said the lowest fees, I'd go with Wordpress + Woocommerce.

Try Shopify, hire a web developer on Fiverr to help you with the website.

locally not worldwide
It would be quite difficult to know which platform(s) would be suitable in that case, without knowing where you would locally sell. Example payment processors operating in Philippines may not be operating in India, payment processors operating in India may not be operating in Vietnam, etc.
So, to suggest you suitable payment processors for you to sell locally, it would be important to know where you would be selling locally.

Il be selling in Uk and also i dont mind the price im just looking to know what platform is the best in your opinion

Although many people recommend Shopify as its the defacto easiest to use, it does cost and can add up when you add plugins that you feel you need to help cover your business insight.
Yet with WordPress, you have a slight learning curve, a bit of hacking about things sometimes, and yet, almost everything you need is free to add on and use.

I started with Joomla, had to sweat the hours customizing a template, then I discovered Shopify. Then I couldn't afford to build the number of sites I wanted, using that model. So I went to WordPress. Now that I'm more of a developer, I'm looking for specific custom programming language solutions, like laravel, and I'm happy to keep using WordPress till I can make my life even easier with something else.

Woocommerce / Wordpress would be your best bet you will have more control. Also you can buy a theme from themeforest and pick a hosting company like cloudnext for example and they will help you to upload your new theme from themeforest etc. This is just one hosting company but they are good.
