What Pc would you buy under 500$

For most cases, building your own PC (it's easier than it sounds) is way cheaper.
But nowadays you have to sell a kidney to buy a decent graphics card because of crypto mining.
If you're not looking to game you can do the things you want to do with a CPU with decent integrated graphics.
My suggestion would be:
CPU: AMD Ryzen 5 3400g
RAM: 16GB+ (because of video editing)
For the rest of the parts just look for some that fit into your budget on PCPartPicker the ones named above are the only ones that will significantly affect performance.

I don't know if you can build a notebook, but if you can I'd assume it's much harder.
You could try find a notebook with those specs though.

I run adobe premiere with an AMD 1600x (starting to get a bit on the old side now) still works great. Planning to upgrade the CPU next year. Much easier to upgrade a desktop as you go along. For example the memory and hard drive.

For my scraping activities, I buy HP Elitedesk 800 G1, I think it's called.
I get those from refurbishers on Ebay with lots of good reviews.
You wanna look for an i5 4th gen+ CPU with 16gb RAM, and 250gb SSD minimum.
That should cost you about $300, give or take.

Found the same one on a local classified ads site, the prices ranges between $70 & $500 , different specs from i5 4th gen to i7 , i can of course add ram but what do you think a good specs for scraping would be ? i'm planning to run paigham on it.
