Axis bank, HDFC bank have payment gateways as well which are used by many.

Most commonly I see the uses of Razorpay in all of my vendors and Buyers, It's Easy to connect with UPI, Card transactions.

That's the reason it is one of the Notable gateways nowadays.

Razorpay, Paytm, Cashfree these are the common ones.

PayU.
Instamojo.
CCAvenue.

You can use automated marketing tools

Razorpay is the most popular one.

UPI is the leader. Even local street vendors have UPI scans.

Razropay and UPI both are pretty common

Thanks all for your comments, these are really helpful.

I have been checking out a few payment gateways for WooCommerce, for example, Razorpay to enable INR.

However, the do not allow sign up from outside of India.

Does anybody knows a payment gateway that supports INR and allows business sign up from outside India? :)

Most commons by Indians for Global Audience:

Stripe India, RazorPay, Chargebee, and Instamojo

Most commons by Indians for Indian users:

PayU, PayTM, Cashfree, Google Pay, BharatPay etc.

As far as I know, you'll have to incorporate a company in India to sign up for a payment gateway.
As far as I know this is true. Plus if you choose to create an Indian company, you will need to have Indian shareholders in the company. It cannot be 100% foreign shareholders.

So I assume there is no other way in receiving INR without having an Indian company / shareholders in place, right?

With paypal/wise you can. But wise cannot be used as a payment gateway if I have not mistaken, and paypal’s rates are super bad.

2checkout accepts payment in multiple currencies, including INR, have a look if it helps you out.

The thing with Indian companies is, tax laws are very stringent. There's no way you can find a company who will accept you as a vendor unless you're incorporated and paying taxes on your income generated from India.
Only other way is to have an Indian do it for you but it will end up costing you a lot because the Indian partner while accepting payments on your behalf will have to pay taxes on those payments that can rise up to 30%. So 30% taxes + commission for your Indian partner.

Wise Bank lets you do it. They also have inbuilt UPI
Very very low fee

Thank you all gentlemen! I will investigate your recommendations =)

Setup a JV with someone from India, give home small fee and he will get it done for you. But you do need a reliable person.

UPI anytime anywhere, Every tom, dick, harry uses it because of no transactions charge and ease of use.
Razorpay and cashfree are not accepting any new members because of some issue wit regulators.
I saw some SMM panels providing UPI payments last year but I dont see it anymore, Maybe because of the regulator clamping down on them.

Solutions:
I guess you already have access to debit cards and credit cards payment option on your site. But you want to use UPI.
UPI is owned directly by Indian gov so the regulations around it is very strict.
You need to have a company in India to use UPI(Proprietorship wont work) wit a Indian partner.
You need to get GST and file for company and GST compliance each year.
Since you are providing service government will take 30% of your profits straight away.
You need to hire a CA who can rotate your money and get you paid and file your compliances.

You may get into a JV wit someone here who can provide you with UPI gateway still the above points will apply if the revenue is exceeding 200K INR per year.

OR you can try

https://www.constantpayments.com/ Saw them providing UPI payment service to some porn site.

https://tazapay.com/ They are the singapore based payment provider not sure about UPI but they do provide local Indian bank transfer.
Also as a work around they provide PayNow QR which works with UPI app.
