cpinap has mobile offers, might mobile apk website is quite well works with their ads, like 0.09 fix per install which is great, also i've seen some play store apps per install, rates are quite good

Most Networks are spreading Malware too, When it comes to money no one cares about ethics these days.
I have seen many networks working with these kinds of offers [ They have EXEs/APKs FUD in runtime and bypassing from WDs] with End Point Detection Encryptions.

there are good networks and they are actually clean. that's obvious when you are using some network on the website with a procative auditory and the topic that allows such kind of advertisement. In my case I do not get any negative reviews. You decline the offered soft and nothing happens. When you accept the install during the launch - OMG, CALL THE POLICE, I have agreed to install Opera and installer, you won't believe this, INSTALLED OPERA ON MY DESKTOP. CALL THE F COPS. That's a sarcasm in case you did not get or someone else.
If you are working with someone trough your ass and you are barely care how it works, for sure, that is your experience. I always, few times per week double check everything and receive feedback from my users. Ongoing process, slight change and I would know what is happening.
You can talk only about yourself when it comes to ethics. Probably you never created legit high traffic projects. Without that ethics those kind of projects cannot exist. If you really would create something really great, you would even not think about any ppi, programmatic advertising like banners would be more than enough. Since that kind of projects usually quite stable, and it stable for years. But of course, depends on the topic, some projects can and should be monetized with clean ppi. I do not encourage anyone try anything else. Mb if you are starving to death, a good choice probably, if it will save your life.
