what network to choose?

Guys...I don't really want to read all the TOS of every network, basically I know that respectable networks like adscendmedia do not tolerate warez...
so could you be so kind to write a list of the not respectable ones that you know (and pays)?
I want to ask this precise question too, I tried to search but did't end up with good answers:
If I write something like how to get free etcetc... but I actually do not store or refer to any warez, am I still violating the TOS? does the rules apply on file stored on the server or on the "contest" of the website?

Best receipe is establish network + WH traffic, even a mix of WH + BH traffic works with big networks.
