I would generally consider copy scape passed to mean that it doesn't return any results.
However, if its a piece of text that you are rewriting, or have researched yourself, I wouldn't worry if there are a few snippets that copyscape finds.
It means that there are no other text on the web with the same content as the one tested with copyscape.
In general I think that what you mean is if there is a threshold of a maximum of words or articles.
There is no threshold in my knowledge, generally speaking an article that pass copyscape have no sentences identical to another, but the comparison is made considering how many chains of words are equal based on the amount of words in text.
