There is only one thing that matters when connecting to PayPal:
Use a clean and unabused IP address (high quality IP)

This means the proxy has to be:
* private
* not regularly rotated
* not previously used for abuse

This also means:
* Never use public proxies
* Don't use Cloakfish/Tor for PayPal or similar anonymity services
* Do not use shared proxies or private proxies that are regularly rotated
* Do not use (most) commercial VPN providers


If you ignore the rules you'll find yourself in limiting troubles.
Of course some people that are in less legal stuff might not care about limitations, but if you value the money on your account and the account itself you should follow the above rules
