What makes an account high quality

I've seen a lot of posts here selling and buying 'HQ' accounts of all shapes and sizes. Some being new, some old, some phone-verified, some not.

I'm just not sure what makes a high quality account. Or what building 'HQ' accounts means.

I mean, there has to be something I'm missing here... right?
