What links do you build for homepage? + another question. Please help

Just started to build my first links to my 1 year old site and I want to know what you guys use for homepage?

I did few guest posts to some of my inner pages and few to my homepage but that's it. My DA is stuck at 9.

These are usually more than 60 bucks per link and I don't want to pay that much for generic and brand anchors that wouldn't bring that much value for me right now.

So for now I keep building quality guest posts for my inner pages but I want more affordable links for homepage and category pages too. No PBNs please.

What is the best ratio of targeted/brand anchors at the beginning? Should I first build more brand links to my homepage and than start with inner pages? Or should I focus on both at the same time?

DA isn't important, it's your ranking and traffic that brings you money.

If you are wanting to push a particular page then target that inner page.

But shouldn't I build some links to my homepage too while targeting inner pages to make it look more natural? Or it doesn't matter?
Can I just keep boosting inner pages without sending any link to homepage / category pages?
