It depends on the PR of the site your linking from. I think you're getting confused with the anchor text.

actually i m confused about PR , if i get comment backlinks on HIgh PR pages , it will increase my PR or not ? or it just help too keyword ranking /

Try not to worry too much about increasing PR.
You can spend too much time trying to chase a higher PR when you could be cashing in.

You need to get good high pr links in order to get PR. Means you need some good less spammed high pr 4 links to get your pr3,

Easiest and quickest way to increase PR for any page is simple high PR ******** commenting. You'll need a bunch as all the PR gets passed around the OBL, but with enough this is the fastest method to game PR for your site/pages. Just not to get overly spammed out AA crap. There some good providers in the BST's offering these.
