What keywords should I target?

Well IMO you should more likely look at competition on front page as i assume you want yourself to be there. Maybe it have 20 million results with some random unrelated stuff after few pages, in the other hand it could have only 100k competition but really strong site holding the top

This is my procedure for choosing a keyword that I know I can dominate:
1. Place your keywords within quotes in Google such as "dog training in houston". If the competition is less than 50,000, it is a good keyword to target. For this example, "dog training in houston" yields only 11,200. This is gold!
2. Now type in the search query: allintitle: such as allintitle:"dog training in houston". If the competition is less than 10,000, Go For It! In this example, allintitle:"dog training in houston" yields only 146 competitors. I can easily rank #1 for this keyword.

760 is low, you should be ok if your content is well worded and pretty new. those 760 sites might not have updated their content since 1981
generally if monthly searches are 1000 and there are 760 sites then you are ok, as there are more searches than there are pages. At least thats how I look at it.
I tend to only go for zero competition which can still be found on my tool. however I am complaining to them as I have seod for a "jackpot" phrase as they say and still not ranked.
Also its worth considering how you will display the content, if you used scribed or something like that, or your site is busy then you will appear high due to the recency of the updated content, provided the page titles and relevancy are there.
