What is your Tier 2 / Tier 3 keyword strategy?

Ok, lets say I do my keyword research and find that the phrase "cute red dog collars" is getting a good amount of traffic and it looks like an article posted at ezineartices would rank in the top 5.

Should I write a page using that keyword and post it to my site first, and then write another page with that keyword and then distribute that article to a bunch of directores and have the anchor text be that phrase, linking back to that page on my site?

Then, I'm thinking of having another link in the distributed article with anchor text to one of the major pages on my site "cute dog collars"

So it would be writing 5 sets of 2 articles each. 1 for distribution and 1 for posting on my site:
cute red dog collars
cute blue dog collars
cute yellow dog collars
cute green dog collars
cute purple dog collars
and having anchor text from each of these sets to my main page cute dog collars. Then it would be helping my main page rank higher, I may get 5 ezine articles listed in top 10 results, and I may also get the 5 pages on my site to rank well.

So is this the best strategy, or is there something wrong with this idea?
How do you do it differently?
 
For tier 1+2 would I use kw/anchor text very close to the kw you want to rank for. tier 3+ would I go more wide and only use your kw partly.

And remember not to outrank your money site with a tier1 ;)
 
I use long tail LSI keywords for my 2nd tier and above..
when i have linked tier2 to money site as well, i have received traffic from those properties :D

Isn't tier 1 linking to / designed to funnel traffic to your money site? So even if it outranked your site, it'll still drive traffic to it. Plus, if they are both on page one, meaning money site 6th spot for example and tier 1 5th or 4th, then you're in luck cause it's as if you've got multiple page 1 rankings for the same site. :)
