Google and other search engines give you credit (organic indexing) only after 6 weeks. After doing link checking, what is your average mortality rate, and how do you improve it?
 
content is a king so I have concentrated on content filtering and make my backlinks stronger.

I agree, spinning may reduce plagiarism penalties, but with your own trending upward content, with data merge or template spin, you can make your content highly unique, but there needs to be an incentive, if the Webmaster reads the content, to retain it. Like Google says, "point to original content", and you can get a PageRank as high as 1 for outbound links. Offering commission and backlinks to the recipient also, in the event the links are noticed, also encourage the webmaster to be forward-link friendly.
