What is wrong with ad clicking users?

    I joined an adult CPA affiliate program, and there is one thing I don't understad.

    The affiliate site pays after each sign up, no credit card required.
    I have a big 300x250 ad, with 1/3 of the ad being a big blinking "REGISTER NOW" text. When you click on the ad, you immediately land on the (very simple) sign up page of the affiliate, you just enter your username, email, and password.
    Now, after 1000 paid clicks, I got 3 sign ups. Now I ask: WHY?
    Why a user clicks on a big "register now" button, if he don't want to fill out three simple input fields?

    Intentionally there are no big "eye-catchers" or any attractive images animations on the banner, to make sure the user clicks on it, because s/he wants to register. But it seems like they don't want, just click.

    Any thoughts about this?

    Additionally, the traffic is from JuicyAds banners.
    I'm paying the recommended $0.022 per click on my banners, however today:
    985 clicks, no registrations. I don't understand people.
    Can someone explain this?
