White Hat SEO: "Manual" link building strategy that is deemed to be in compliance with google guidelines but since link building with the intention of manipulating the SERPs is against Google's guidelines proves that that is a lie.

Wight hat seo is doing website work without using black hat skills.
example
a html document we all use daily is weight hat
black hat.
say you add your website to google
and you wanted forced users to visit
you can run a application to join forums
and post a comment and a link to your website,
if this is done all day your get loads of traffic
and that blackhat
but if you sit on the web and joining forums
manually and wriiting them comments
manually that weight hat
on site seo is all weight hat , unless any
programming add on are added.
usally blackhat is all automated or added scripts
to fasten the process up.

I'll give you an example of White Hat SEO:
I have a friend who used to work for a startup and told me this story. They were testing out SEO strategies and wanted links from authority sites like TIME magazine, Business Insider, etc ... They picked a topic that was sure to get some attention, think along the lines of "Most Tweeted Hashtags in 2015" or "Most Liked Facebook Posts of 2015", collected data and made an infographic out of it. The "story" was picked up by a few major sites and they got some nice links (which did nothing for them by the way).
Now the question is: what can you do in terms of whitehat SEO as an individual with little to no budget? Not much which is why most people here turn to blackhat to rank.

White Hat SEO is creating useful content for the user externally to your site, i.e. blogs, social, guest posting, wiki pages, youtube...
It's just creating good quality stuff that people want to genuinely share and link to.
