I have a friend who used to work for a startup and told me this story. They were testing out SEO strategies and wanted links from authority sites like TIME magazine, Business Insider, etc ... They picked a topic that was sure to get some attention, think along the lines of "Most Tweeted Hashtags in 2015" or "Most Liked Facebook Posts of 2015", collected data and made an infographic out of it. The "story" was picked up by a few major sites and they got some nice links (which did nothing for them by the way).
Now the question is: what can you do in terms of whitehat SEO as an individual with little to no budget? Not much which is why most people here turn to blackhat to rank.
White Hat SEO is creating useful content for the user externally to your site, i.e. blogs, social, guest posting, wiki pages, youtube...
It's just creating good quality stuff that people want to genuinely share and link to.
