It is a real credit card number that is generally generated by an authorized company (PayPal, for example) so that you can use a credit card online that isn't directly related to your own personal financial information. Often times these virtual credit cards will be created so that they can only be used a single time for a pre-established amount of money. Their initial purpose was to help fight fraud. That considered, it's rather ironic how they are used now.

Alright, here is an example.
LEGAL
apekillape uses a virtual credit card created with his PayPal account to buy a pizza through CampusFood.com because he doesn't have a real credit card because he sucks at life.
ILLEGAL
Killermule uses a virtual credit card of unknown origin to order $1,500 worth of porn because he doesn't want to pay for it.

I kid because I love. Also, it was the most recent example I could think of of someone using a VCC for legitimate reasons.

You can order vcc's via egold from websites like card444.com, card111.com and many others..But personally i haven't used these egold funding vcc's..I would be a lot simpler if you have a real credit card with which you can buy vcc's. entropay.com, wwwcard.com etc offers this.
