It is cloudflare and your IP seems to be blacklisted because of DDoS attacks (or might be a false positive).
 
I have heard other people have the same problem, just in case check your pc ;)
 
Its Cloudflare. I dont get these screens, but domain name resolution takes up to 20 seconds now on my end.

Here too. Every single time I go to blackhatworld.com I get a connection timed out, and it takes a bit of time to resolve itself and redirect to bhw.
 
It just means that your ip range has been flagged by the cloudflare network. they are just making sure that you are not an automated bot. Cloudflare is awesome. Not sure why BHW never paid for it long ago. I use it on sites and it saves so much bandwidth and filters out a lot of garbage
