Was your Google account recently disabled? This is usually caused by a recently disabled Google account. You can add a new backup Gmail to your adwords account

That account is just a user of another account. So, you better create new account on that too since I think you were removed as an advertiser

Probably you dont have this account as primary asset on your account.

Do you have it under your mcc ?
How many people under this account and what is your role on it ?
