Not really. Web browsers allow websites to show you notifications.
So the websites which get updated frequently like news,shopping,email and gossip etc websites ask for permission to show you notifications.

Like Kostya76 said, it's push notification popup.
But usualy, this kind of popups is used for domains without SSL (on http).
For domain on https, you should see browser popup with subscription request.
To do the same on your own website, you need to use push notification service or setup your own push notification script.
