This is not a plugin LOL it's just a custom made column you can make one easily with Elementor or Flatsome

Some themes have an option to add content before or after the add to cart button. (Flatsome is one of them). You just need to create a column with lists and that's it.

The issue with this solution is that you'll have the same exact content for all the products (which I don't think it's what you're looking for). So here is how I'll do it:

I will get a page builder and have it authorized to edit product pages. Then you can edit short description using it.
