It seems that it is a Chinese Microblogging website from what I have read on Wikipedia. This is something that is new to me also.

It's quiet similiar to facebook but only used for Chinese. China has banned facebook for a while.

After doing a quick Google search I found that it is a Chinese microblogging site. I understand that China has banned Facebook so this seems to be their answer to Facebook.

'Weibo' itself means microblogging in Chinese.(微 means 'small', while 博 mimic the pronunciation of the word 'blog')

Most probably you are talking about Sina's microblogging site（新浪微博）. Although there are lots of other major and minor 'weibo' in China, this is one of the largest website in China.
