It's a static website not a wordpress site, so it was probably designed by a web designer.

What do you want the site to do? There are some good scripts you'd be able to get much cheaper than hiring a programmer. Check out sitemile's scripts, I've never used them but they use wordpress and I'm thinking of buying one.

Design can be handled later. Firstly, I would want a site which can allow companies to register an account and post jobs on my website. Then making job seekers to look through the jobs and upload their cv to the companies and into the site's database for easy reference for other companies.
Well, that's just the basics of it. The sitemile's scripts looks good but not exactly what I want.

well you can yourself desgin the website like this. Just Install the word press and Install the Premium Wordpress themes related to it. Well Just Watch the tutorials videos on youtube you will get everything. How to edit and Upload it.
