What is this phenomena?

I'm pretty new to SEO and I've been asking a lot of questions that may be obvious, so this might be one of them.
But what the hell is this phenomena? These are all blogspots that have the site link on the side banner,
so it's distributed around every single page, resulting in hundreds of backlinks.

Most of them seem like non-spammy, decent blogspots, but this just doesn't look like a positive thing.
Should they be disavowed?

Does it work? because that`s what it all comes to.. did you find it on google?

It's an expired domain I'll be taking over in a few days, not sure if I should start by disavowing them or run with it.

Check out old rankings using tools. But I wouldn`t go for an expired domain if it looks too spammy in the profile. It's probably why it was abandoned, because the spam didn`t work or it was a churn and burn that died at some point
