What is this Google Mobile Friendly Algorithm all about?

Recently heard that on April 21, 2015, Google will be implementing another important algorithm and it will measure website's mobile friendliness. It will even be a factor for website ranking. So, few questions coming into my mind and they are given below:

1 - how is this going to effect old sites without mobile version?
2 - What will be our strategies for making new websites for both small budget as well as large budget?
3 - How will the algorithm work and what will be our SEO strategies ?
4 - Any relation with content creation strategies ?
5 - Any relation with mobile apps marketing ?

I want to hear from senior and experienced webmasters on this regard.

If you have waited until April 21, 2015 to make sure your sites are mobile friendly then you have missed the boat. I'm really surprised the number of people who are concerned about this as your sites should already be mobile friendly otherwise you are probably missing out on a lot of money!
 
if your site on wordpress use plugin and make it mobile friendly or if its on html just make it normal simple mobile friendly page :) or wait for 21 april :)
 
I am wondering if it will affect mobile search results only ?
 
I have wordpress sites. Any suggestion for a good plugin??

I agree. If you keep listening to the inconstant Google lol you might as well spend all the time developing your website rather than making products that you can sell on your website :D

Mobile friendly means compatible with mobile phones. Your website should look as good on mobile phones as on desktop.
If you already have a website get a mobile version
If you are planning a new one get a responsive design. Once it is been built with a responsive design all the other matters will get sorted
And yes this is not a joke. If you prefer to have a high rank on the search engine result page do not dare overlook this aspect
