What is this Capctha? Can't solve it

This website must do this on purpose, a captcha that can NOT be solved = no spam
 
You should enter "correct security code" as it asks you to do so :-)

To me this looks a lot more like a misplaced captcha as opposed to something intentional. I think it's simply not showing the portion of the captcha that contains the actual characters. Sometimes in this situation I try to externally download JUST the captcha image itself, and if you can get it ... it often shows the missing elements. This is likely an image that is not properly set.
 
Can't it be an antispam mechanism, that you or someone else from your ip spammed the site to death, so they deliberately show you unsolvable captchas just like Google would do it? I mean, if it's a functional site and nobody can solve the captchas, they must already have done something about it.
