What is this and how do they do it?

I read a news today from my local newspaper and it had such story. A local businessman received a phone call, probably automatic system, which told him in english to go on a website, and download a software which will help you speak for low cost and in case he does not do it, he will be called every minute. He hanged up the phone and the phone started ringing. He finally had to visit his mobile operator to put on a phone filter, which will block calls from this number.

This seams like a neat idea and most probably super profitable, although phone calls from england to estonia are not cheap...

If there's one thing I hate in this world, its telemarketers and telefrauders.

This has got to be the most evil form of BlackHatting I've ever heard of. I can just imagine the criminal charges you could get from doing something like this as well as the ease of being able to trace the origin.
