are google ads update their algorithm? Can someone tell me the update ? Do it have effect with the cloacking Technique??

google ads algo always updated, in January 2023 some keywords in my case still accepted and now restricted

That is what I experienced too, i am still using last keyword and it very hard to be pass in review
 
Now accounts get suspended before even doing anything on them, before even adding your billing info...

It happened to me as well. But, I filled out the form explaining the situation, and they reactivated my account the next day.
 
Starting May 1, 2023, Google Ads will no longer generate similar audiences (also referred to as “similar segments”) for targeting and reporting.
 
So what nich is not lowed so we all no.

anything related to tobacco also not allowed even it non nicotine (electric)

As far as cloaking "techniques" are concerned, it is the creativity of the (Google Ads) advertiser that is the main aspect.

As far as Google Ads algorithms affecting cloaking or rather detecting cloaking, it depends on :-
1) How Google Ads algorithms updates it's bots that crawl the safe page
Google Ads algorithms' bots do get updated often, with newer fingerprints / device fingerprints / browser fingerprints, and
how fast a cloaker accordingly gets updated, will affect Google Ads algorithms affecting cloaking or rather detecting cloaking.
AND
2) Depends on IF a manual (human) reviewer visits the safe page (and hence would detect the money page).

So, the "techniques" of cloaking are in your (the Google Ads advertiser's) hands.
Beyond that, the "effectivity" of the cloaker is in the hands of the cloaker service that you use.
