HARO (Help a Reporter Out) - It's a PR 'platform' (soon to change over to Cision I believe) used by creators/bloggers/journalists/businesses etc to connect with sources that can provide them with content. For example - a very popular news agency may ask for experts to pitch to them about a certain article they are writing for - lets say for the topic 'Healthy Eating and why it's declining in teenagers' - and you would, as a health professional/nationalist, send them your pitch/idea. If they choose to use your content - usually a short writing piece or quote - you could get a very good backlink back to your site. It's not easy, and you usually don't get a response at all.

Usually the more expensive and harder to find backlinks. This depends on what you're trying to do though to be honest. If your just looking for links to index a page or just give it a tiny boost, you can focus on standard link placements. However, if you need a full link strategy for a high-volume keyword or you are trying to rank your main homepage keyword, you'll have to do a bit of extra digging and get powerful guest post links from larger sites with more traffic.
 
Do-follow Backlink from High Authority sites which have good traffic and crawl rate and sites with discussions (forums, or Q/A sites....
 
Backlinks from high DA sites like Wiki, Forbes, Mashable, or other giant websites are considered best. You could also try low KD websites with niche relevancy.
 
The most powerful backlinks come from authoritative, high-traffic websites, such as major news outlets, industry leaders, and educational institutions.
 
Right now:

Best - High authority, niche-related or specific
Second Best - High authority, niche-related at the page level
Third - Niche edits, high DR, not hacked, relevant at the page level (yes they still work great if used properly)

*Thow in some high quality tiering, and you have the recipe for ranking in the current environment.

Edu. sites give the most powerful backlinks. It's not easy to get them though.
 
The most powerful links are links which authority websites give you when write a good article worth shareable.
 
I think generic answer to the question is getting link from high quality site, but specific answer to the question is getting niche relevant backlink from high authority site which has organic traffic.
