Duplicate content itself isn't a penalty or against guidelines. A site that has significant or all duplicate content is just a scraper and runs the risk of a penalty.

If you want to rank a site, then use Original and quality content for your visitors unless your site gets a penalty.

#3 with a purely cloned site, but have scraper sites that get constant log tailed traffic without any in put.

Copied or even zero content can rank!

You can rank 1st but you really need strong backlinks but if you have budget for strong backlinks then you have budget for unique articles.

with local searches low comp I have many #1 spots, duplicate content is not as much of an issue with local searches.
