videoproc is real simple to use for basic things like cutting, vegas is more complex with more options

If you just want to cut videos, you can use this site, it worked for me: https://online-video-cutter.com/
If you need more advanced stuff, you need to download something locally, I recommend Camtasia, it is worth learning.

VSDC is overkill for what you want but it's free version has features that a lot of paid software has. Tons of tutorials online also. If you want to go pro it's also much cheaper than most of the comparable stuff out there. You have to install it though, it's not online.
is it free ?
