In SEO there is no difference.
Difference is, with PBN you have your own control over the link. You have website not just to pun link on, but to make more posts as you want to drive more traffic to and such.
In terms for SEO power, on both guest post and PBN site it depends how domain authority and overall backlink profile strong is.

No, SEO-wise no difference I believe. The difference is - guest posts are published usually in sites with good traffic but PBNs are near-to-zero traffic sites made only for SEO purposes.
A PBN is a private blog network that goes against Google’s recommendations and is typically hidden blogs that are built on old domains that had a value from backlinks while Guest posting is an outreach to live active websites that have real visitors, real traffic and are doing well in the search results.

Both work for the same purpose but does it differently. Guest posts are from legit sites while PBNs are for the sole purpose of being used for backlinks. In terms of SEO, both helps but I prefer the former.

PBN works better with high DA. Effectiveness of guest posts changes from site to site. However, they're both link bonds

guest blog is something that you will post you blog content and link on a 3rd party site - those can be of any good site with high DA and DP
PBN is the site build by you with full control to post blogs either yours or others to create back link.
