Do you mean a network that accepts beginners, or one with a beginner-friendly dashboard?
Either way, any CPA network is open to everyone
But beginners usually make little to no money,
While advanced marketers go hard and earn big,
That being said, if you're into incentive CPA, AdBlueMedia and OGAds are the best in the industry.
As for direct offers, MaxBounty is still a solid choice.

If you're totally new, start with OGAds for easy, beginner-friendly CPA marketing and incentive offers.

It depends on your responses, but the most important part is usually including a professional CPA website (preferably with a .com domain) in your application form.
Also, Adbluemedia has recently stopped accepting new publishers from certain countries due to a high fraud rate. I forgot the full list, but I’m sure Indonesia and India were included, possibly Bangladesh too.
