Thats such a hard question to ask as no one has tested every provider. I'd make a list of all the providers you can find then test some

2nd it is depend for what you need the proxy, then you can find the good provider. and here at the forum you can find a lot of good provider

Oxylabs is total $hit ....
Have tested right now some ISP proxys and USA IP have DNS from Germany.... total disaster with them.

If you want residential and static i am assuming you wanna use them as vpn or to attach them with accounts otherwise there is no need to buy static you can just use simple residential proxies or mobile proxies. If you need static residential for individual use as a vpn then the best i have found are iproyal .com and proxy-cheap. com they both offer static residential for around $3 per month.
I order a pack of 10 ISP proxies of Oxylabs and he give me a series IP of xxx.101 to xxx.110, wtf
