Free hosting is not recommended as you always get heavy restrictions on what you can do with your account. And yes, this means even for dummy sites, you're going to get few inodes (number of files that you can host, basically) or measly storage, snail-like speeds, etc...

But, if you absolutely must use free hosting there are always the usual suspects: awardspace, infinityfree, freehostia, etc...

As for "cheap" (my definition of cheap), I just looked up "1 dollar hosting" in google and already found several sites, it took only 20 seconds

You can go for any shared hosting, or you might wanna host it, if you already have a shared hosting or a server, just host this as an addon domain, I wont recommend any free hosts, as they do have a lot of advertisements on your website, so a shared hosting for no traffic website can be good, just search for them.
