What is the best way around doing Instagram ads using Insta?

Hi could anyone please tell me the steps to take in order to run instagram ads without getting banned again.

as i dont want to go the facebook business manager way.

i know i still need to use fb bm but through instagram its much easier then using fb bm as a whole to run ads.

i know i need a fresh ip which can be done via hotspot on my phone, how would i go around creating new user profile or new browser as i use an iphone?
