In my own opinion the best link cloakers / url shortners are called

1- 301 redirect
2- subdomain redirect

I have bought a domain, and set up my own custom URL shortener. It's better cause it gives more control, I can edit the links whenever I want and the links won't get disabled, EVER!

I've seen bit.ly the most. That is one that when I see it, I don't even care what comes aftre. I think it might be over used. Just my 2 cents. I will look into some of the others you guys have said. They are interesting.
