What is the best tools to scrap twitter user

Hello i followed 600 people on the last 3 days (200 every day) and i already have 4k fake follower
but i get only 19 follow back
im scraping user with Follow liker so i said maybe the problem is from the list that i scraped so i want to know what is the best tool to scrap active user or filter them

i use manageflitter.com and it works perfectly you can search for an account, then order by last tweet and if the user has last tweeted 10 seconds ago for example you follow them, they are more then likely going too follow back because they are online.

Why are you scraping? You know you can put the users follower name into the query and it'll follow their followers
